A basement bedroom in Oregon needs an emergency escape opening, almost always an egress window with a well, big enough to climb out of and low enough to reach, plus enough ceiling height, smoke and carbon monoxide alarms, and a permit. Without the egress window it can be a den or office, but it isn't legally a bedroom, which matters for safety, insurance and selling the house.
The egress window
| Rule | Size |
|---|
| Net clear opening | At least 5.7 square feet (5.0 for a ground-floor opening) |
|---|
| Clear opening height | At least 24 inches |
|---|
| Clear opening width | At least 20 inches |
|---|
| Sill height | No more than 44 inches above the floor |
|---|
The opening is measured with the window fully open, not the glass size. A window that meets the height and width minimums can still miss the area minimum, so check all three.
The window well
When the window sits below ground, it needs a well outside, big enough to open the window fully and climb out. Deep wells need a ladder or steps. The well also needs drainage, or it becomes a pond against your foundation in a Portland winter.
Ceiling height
Under the state code, habitable rooms need a ceiling at least 7 feet high, with some allowance for beams and ducts. Portland's Habitable Spaces Code Guide allows some alternatives for existing basements; we check it for your house before we draw the room.
The rest
- Smoke alarm in the bedroom and outside it; carbon monoxide alarm nearby when the house has gas or an attached garage.
- Heat in the room.
- A permit for the finish work, the window opening and any electrical.
Why it matters
The egress window is how someone gets out in a fire, and how a firefighter gets in. Selling a house with an unpermitted "bedroom" can also cause problems at appraisal and inspection.
Planning yours
